Pavillion Key and the surrounding islands form an atoll which can be a refuge during high winds and storms you might encounter kayaking along the this section of the Gulf of Mexico.
There is ample room here for many tents, especially on the north end where there is a high sandbank. Do not camp on the south sand bank of the island as that are seems very popular spot for congregating sea birds.
Because of its proximity to Chocoloskee and Everglades City you might find several day trippers here either coming by boat or kayak, and it can be a little crowded on the weekend. There are pot potties facilities, but to be honest, I think they haven't been emptied in years....
